Irvine Election Results 2026: Mayor, Council & Measure D

Who Is Winning Irvine's 2026 Election?
Quick answer: In unofficial results from Irvine's November 3, 2026 election, Mayor Larry Agran leads Maksim Egorov with about 69.5% of the vote. John Park narrowly leads incumbent Melinda Liu in District 1, Betty Martinez Franco leads in District 5, Kathleen Treseder leads in District 6, and Measure D on ranked-choice voting is passing with about 51.4%.
These numbers come from the Orange County Registrar of Voters' early-morning November 4 update, as reported by NBC Los Angeles and The Ballot Book. They are not final. The Registrar keeps counting mail and provisional ballots after Election Day, so totals and close races can still change before the results are certified.
As an Irvine-focused team, W Global Estate — Alvin Wang Group (eXp Realty, DRE #01883462) does not take sides in local races. We follow the results because the mayor and City Council shape Irvine's budget, housing plans, and neighborhood projects. Before the vote, we published a homeowner's voting guide at wglobalestate.com/blog/irvine-november-3-2026-election-guide-homeowners.
What Are the Irvine Mayor Results?
Every Irvine voter could vote for mayor, which is a two-year, citywide seat. As of the November 4 early-morning count, incumbent Mayor Larry Agran had 38,014 votes (69.54%) and Maksim Egorov had 16,651 votes (30.46%), out of 54,665 votes counted. Agran also led on election night, when Voice of OC reported him at 70.5% of the first 42,689 votes counted.
Who Is Leading the Irvine City Council Races?
Voters in three of Irvine's six council districts elected a council member to a four-year term. Here is where each race stood after the November 4 early-morning update:
- District 1 (north Irvine, including Northwood, Stonegate, West Irvine, Eastwood, Northpark, and Orchard Hills): John Park 3,735 votes (39.67%), incumbent Melinda Liu 3,615 (38.40%), and former mayor Sukhee Kang 2,065 (21.93%). Liu led on election night, but Park moved ahead in the 12:31 a.m. update. With a gap of about 120 votes, this is the race to watch as counting continues.
- District 5 (Rancho San Joaquin, University Park, Westpark, and Woodbridge): incumbent Betty Martinez Franco 3,632 votes (34.48%), Anthony Kuo 2,732 (25.94%), Steven Alves 2,656 (25.22%), Byron Salvatierra 950 (9.02%), and Julie Glossbrenner 563 (5.35%).
- District 6 (UC Irvine, University Hills, and the Jamboree/MacArthur corridor): Kathleen Treseder 3,379 votes (57.15%) and Scotty Hong 2,534 (42.85%). District 6 voters are electing their own council representative for the first time.
Did Measure D Pass in Irvine?
Measure D is leading but is not settled. After the November 4 early-morning count, Yes had 28,343 votes (51.36%) and No had 26,838 (48.64%), a margin of about 1,500 votes. Measure D would use ranked-choice voting, also called instant run-off voting, for Irvine mayor and City Council elections after January 1, 2028.
With ranked-choice voting, you rank candidates in order of preference instead of picking only one. If no one wins a majority of first choices, the last-place candidate is eliminated and those ballots move to each voter's next choice until someone has a majority. Voice of OC notes that no other Orange County city uses ranked-choice voting today, and that preliminary estimates suggest it could quadruple Irvine's election costs.
When Will Irvine's Results Be Final?
Not yet. These are unofficial results. The Orange County Registrar of Voters will keep counting ballots, including mail ballots that arrive after Election Day and provisional ballots, and will post updates on its reporting schedule at ocvote.gov. The City of Irvine links to those results from its election page. Until the count is certified, treat close contests, especially District 1 and Measure D, as too close to call.
What Do the Results Mean for Irvine Homeowners?
The new council will inherit big decisions. Voice of OC reports that Irvine's structural deficit is estimated to reach about $37 million a year by July 1, 2028, and could grow to $47 million by the end of the decade if spending does not slow. We explained the city's response in our post on the Target '28 budget plan at wglobalestate.com/blog/irvine-target-28-budget-plan-homeowners.
Growth decisions are waiting too. Council members recently chose to hold next steps on the Crescent site near Irvine Station, a plan for about 1,150 homes, until the new year so the new council can weigh in. Voice of OC says the council is expected to take it up on January 12, 2027. Our guide is at wglobalestate.com/blog/irvine-crescent-site-transit-village-plan-2026. The Oak Creek Golf Club proposal, which could replace the course with 3,100 housing units, is another major item we covered at wglobalestate.com/blog/irvine-oak-creek-golf-course-oak-park-plan.
For buyers and sellers in Northwood, Orchard Hills, Woodbridge, University Park, and University Hills, the takeaway is simple: who represents your district will help decide budgets, traffic projects, parks, and new housing near you over the next four years. We have seen no evidence that a city election by itself moves Irvine home prices in the short run. Mortgage rates, inventory, and demand matter far more week to week.
